What is license-exempt care?

License-exempt care is child care that is legally permitted to operate without a child care license under California law. Examples may include:

  • Care provided by relatives;
  • Care for children from only one other family;
  • Certain school-based or recreation programs;
  • Other exempt arrangements defined by state law.

What families should consider

Because license-exempt providers are not licensed by Community Care Licensing, families may want to take extra steps when evaluating care. Consider asking about:

  • Experience caring for children;
  • Daily routines and supervision;
  • Safety practices;
  • References;
  • Communication expectations;

TrustLine, administered by the California Department of Social Services and the nonprofit California Child Care Resource and Referral Network, is the only authorized screening program of license-exempt caregivers in the state and has access to fingerprint records at the California Department of Justice, the FBI, and the California Child Abuse Central Index.
