Finding quality licensed child care can feel overwhelming. Our Resource and Referral Department makes it easier — connecting families with licensed child care options in their area, completely free of charge, regardless of household income.
Whether you'd like to search our database online or speak directly with one of our friendly referral specialists, we're here to help you find the care that's right for your child and your family.
Choosing child care is one of the most important decisions a family makes. Our referral service exists to give you a starting point — a list of licensed providers in your area that you can then visit, evaluate, and choose from with confidence.
Our service is free. There are no income requirements. And our referral specialists are real people who take the time to understand your family’s needs.
Access our referral service online or by phone — whichever works best for you. Both options are free and available to all families regardless of income.
Use the online search tool to enter your child care needs and receive a list of licensed providers in your area.
Prefer to talk to someone? Call us at 626-699-8070, and a friendly referral specialist will take the time to understand your specific situation — your child's age, your location, your schedule, and your family's needs — and help you find options that are a genuine fit.
We want families to use our referral service with clear expectations. Here's what you should know:
Our program provides a list of licensed providers in your area — not endorsements or evaluations of any specific provider. Choosing a provider is your responsibility as a parent.
Results are based on the information you enter and are generated randomly from our database. Not all providers choose to be included, so results don't represent every available option in your area.
Every provider in our database holds a license from the California Department of Social Services Community Care Licensing.
Referrals are available for families in Alhambra, Altadena, Arcadia, Azusa, Baldwin Park, Duarte, El Monte, La Cañada, La Habra Heights, La Mirada, Monrovia, Pasadena, Rosemead, San Gabriel, San Marino, Sierra Madre, South El Monte, South Pasadena, Temple City, and Whittier.
All information provided is kept strictly confidential and is never sold, traded, or shared with any third parties.
Once you have your referral list, the real work begins: evaluating each provider to find the one that's truly right for your child. This is your right and your responsibility as a parent — and one of the most important things you can do for your family.
Schedule visits to the providers on your list. Watch how staff interact with children, observe the physical environment, and trust your instincts about how the place feels.
Interview the provider about their licensing history, staff qualifications, daily schedule, curriculum, discipline policies, and family communication practices. Our Choosing Quality Child Care guide provides a comprehensive list of suggested questions to ask.
You have the right to review any substantiated or inconclusive complaints about a licensed provider. This is public record and is available at the facility or through the California Department of Social Services, Community Care Licensing.
Once enrolled, maintain regular communication with your child’s caregiver. Staying involved in your child care program supports your child’s growth and keeps you connected to their daily experience.
Every provider in our database is licensed by the California Department of Social Services Community Care Licensing — meaning they meet the state’s minimum standards for health, safety, and educational quality. Licensed providers are subject to regular inspections and can be cited or closed for violations.
A license is a meaningful baseline of accountability. It doesn’t guarantee the quality of care your child will receive, which is why visiting and evaluating before you choose remains essential. But it does mean the provider has agreed to meet California's standards and is subject to ongoing oversight.
As a parent, you also have the right to review any complaint history on file for a provider before you make your decision. We encourage every family to exercise that right.
Our referral service is open to all families — there are no income requirements and no eligibility criteria. That said, here's a quick guide to who benefits most from our service and when we might point you in a different direction:

Here are the answers to the most common questions we receive at Options for Learning about our child care referral program:
Yes — completely free. Our Resource and Referral Department provides child care referrals at no cost to all families, regardless of household income. There are no eligibility requirements, no income limits, and no fees of any kind.
An important one. A referral is a list of licensed child care providers in your area who match the criteria you've entered. A recommendation would mean we've evaluated those providers and are endorsing specific ones as good choices. We do not do that. All providers listed are licensed — meaning they meet California’s minimum standards — but we cannot assess the quality of care your child will receive. Evaluating and choosing a provider is your responsibility as a parent.
Our database includes licensed child care centers and licensed family child care homes. Both types must meet health, safety, and educational standards set by the California Department of Social Services Community Care Licensing.
As a parent, you have the right to review any substantiated or inconclusive complaints about a licensed child care provider — this is public record. You can request this information directly from the provider or contact the California Department of Social Services, Community Care Licensing's LA East Regional Office at 323-981-3350 or LA Northwest Regional Office at 310-337-4333.
Absolutely. Call our intake team at 626-699-8070, Monday through Thursday, 9 a.m. to 5 p.m. A friendly referral specialist will take the time to understand your family's specific needs and help you find options that genuinely fit.
