Since its inception, the Head Start Act has required every program to have a Policy Council, ensuring that parents have a powerful voice in shaping the decisions and services that affect their children. This is more than just a meeting — it’s a collaborative space where families and staff come together to build something extraordinary.
They felt parents should help decide how Head Start services can most benefit their family and other families in the community.
Head Start created the Policy Council as a formal leadership and policy-making role for parents. Today, every Head Start program must have a Policy Council as part of its leadership structure. Through the Policy Council, parents have a voice in decisions about how the program spends money, what children do in their classrooms, and how the program works with community partners.
When parents take on leadership roles, children, parents, and the program benefit. Children learn more and experience healthier development at school and at home. Parents can become more confident, gain skills, and connect with other parents and staff. Program staff learn about the strengths, interests, and needs of the children, families, and community they serve.
The Policy Council is a leadership and decision-making group comprising parents of enrolled children and community members. Policy Council plays a key role in shaping the direction of the Head Start program by reviewing and approving important decisions like budgets, program planning, and hiring staff. It’s a great way for parents to have a voice in how the program operates and to advocate for their children and community.
The Policy Council meets once a month, 10 months out of the year. Meetings range from 30 to 60 minutes and include training on various program topics, as well as time for questions and discussion. Meetings alternate between in-person and virtual formats to make it easier for everyone to participate. Meetings are designed to be family-friendly and respectful of parents' time. During in-person meetings, meals are provided to members. Translation, child care, and mileage reimbursement are also offered to members to support their full participation.

Parents or guardians of currently enrolled Head Start children are eligible. A limited number of community members and previously enrolled parents may also join. No prior experience is needed — just a willingness to learn and participate!
